Ruth Ann O’Neill, his mother, was a homemaker and social worker, and Edward Phillip O’Neill, his father, was a steel mill worker and truck driver. He went to Ursuline High School and played football there.

He began working in construction at the age of 14, then moved on to a steel mill. He received a football scholarship to Ohio University, where he majored in history and was a member of the Delta Tau Delta fraternity’s Mu chapter. He dropped out of university after his sophomore year.

He admits that he spent more time partying and playing sports than studying. He also had a falling out with his coach. He went on to play defensive line at Youngstown State University.
