Seven of Nine calls her old crewmate from Voyager, Tuvok, to ask for help finding Riker, who was taken by Starfleet because of the Changelings. She soon finds out, though, that Tuvok is also a Changeling in disguise. He makes fun of her by showing her a horrible picture of Riker. Picard steps in and tries to get information from the fake, but all he gets are insults and threats.
The crew realizes that they are on their own and must find a way to find out who the Changelings are and stop them. Beverly Crusher says they could use their unique bodies to their advantage, but she warns that it could be seen as genocide, like what Starfleet tried to do during the Dominion War. Even though Picard doesn’t want to do this, he knows that they have no other choice.
Vadic tells Jack Crusher, who is still under her control, about her past and why she did what she did. She says that she was one of ten Changelings that Starfleet captured during the war and put through horrible tests. She was being hurt by a Starfleet officer named Vadic. To get away, she put on his face. She also says that she can teach other people how to change shape, making a new kind of Changeling.
Vadic plans to use Jack’s DNA to make a clone of Picard, who will then sneak into Starfleet Command and kill Admiral Janeway. She also plans to kill Picard by using Jack’s relationship with him to lure him into a trap and kill him. She says she is doing this to get back at Starfleet and to protect her people, whose lives are still in danger because of their hostility.
Picard decides to use Jack as bait and asks Vadic to come on board the Titan to trade prisoners. He wants to catch her and use her as a bargaining chip to get Riker out of jail and expose the Changeling plot. But when Lore, Data’s evil brother, shows up and messes up the plan, things go horribly wrong. Lore says that he has been working with Vadic the whole time and that he is angry with Picard for killing Data.
Lore turns on a device that turns off the Titan’s security systems, which lets Vadic and her Changeling followers take control of the ship. They kill a few crew members and take Picard, Beverly, Geordi, Seven, and Jack.
