The Omni-King who rules over all the Universes might not look like much, but anyone who doesn't know how Zeno's moods change can die if they make a single mistake in his presence.
2) The Grand Minister
In Dragon Ball Super, the Grand Minister of all Angels looms. The Grand Minister is the strongest Angel ever made and, by extension, the second-strongest fighter in the whole Universe.
Even though he is kind and friendly, the Grand Minister is strict about following the rules of the multiverse. Only the person he advises and guides are stronger than the Grand Minister in the whole Universe.

Beerus, the God of Destruction of Universe 7, is one of the most powerful characters in Dragon Ball. His first appearance in Dragon Ball Z: Battle of the Gods is a big reason why Dragon Ball Super exists today.
Beerus told the Saiyans about the Super Saiyan God transformation, which gave them access to a whole new level of power in Dragon Ball Super.
Even though Super Saiyan God and other transformations have been found along the way, Beerus is still much stronger and crueler than any mortal in Universe 7.

If Goku hadn't unlocked and then mastered Ultra Instinct during his fights with Jiren, Jiren would have easily beaten Goku in a one-on-one fight. In the end, Goku, Frieza, Android 17, and Vegeta had to work together to weaken and defeat Jiren.
It's scary to think about what Jiren could do without the rules of the tournament. Since the Tournament of Power happened a while ago, we don't know how Jiren compares to other fighters. If Jiren's training up to this point shows anything, it's that he won't be left behind any time soon.

The main character of the Dragon Ball series has been at the center of most of the fights that have happened in the series. Goku is still one of the strongest anime characters in general because every time he faces what seems like impossible odds, his power levels go through the roof.
Goku can do almost anything. Whether it's a group effort against Fused Zamasu or a fight for the ages against Jiren, nothing can stop him. Goku wins because he often goes beyond his own limits to protect the people he cares about.
